Reasoning:
It has been awhile since I passed the ACRit test, and a relatively long time since my last app for admin. Since then I have enforced the rules on Unlimited, and helped people get registered on the forums. With this one-level step I would gain !passvote, which would be used to kick deconners if no higher admin is on. Now as well as being able to contribute to admin chat, I can listen to it as well.
