i think the only wy you can put a picture in-game is through a mod, and the only mods i've ever seen with pictures in-game were just skins for humans and bsuits with a no rant/dretch sign, and a luci mod that made it blackish blue with blue blasts plus only you can see the mod, not everyone else.

well the paint maps have Pictures in them we could always make an ACR map with ACR logos around
