Allow and Denyweapon are both broken on ACRu

Well the title says it all: the commands are broken
If you try to denysomeone a weapon the console says "player already has rights
Making a pain to control spammers when the server's busy

Posting this so that it hopefully can get fixed as soon as possible

And YES I am SURE that I am typing the commands properly

correction: deny is broken, allow is working fine
most likely cause is that the deny command accidentally got set to point at the allow function

also for some reason dc\arm\medi is no longer rebuildable during sd
ill have to do some testing to figure this one out )=
