Can we setup the admin section so that you have to be in the user group ACR to see it so then we can stop getting the really annoying no votes from people that just found our server? I know the votes don't count but this is just kind of a suggestion.

We can't. This is because non {ACR}'s can apply for admin below level 10.

What u COULD do is make an ACR only section and have any votes concerning ACR members' admin take place there. Just one way to solve the problem.
